Sanitation Rating "A" - 3

In preparation for the Olympics due about six weeks from now, the Beijing Municipal Health Bureau has begun a program of rating restaurants. Our choice has a rating of "A". Hidden under their paper is posted: "Customers are advised to dine in restaurant of higher sanitation ratings." We are not sure of the exact meaning of "Qualified Sanitation."
