This man is a private businessman. There are thousands of people like him offering transportation services to anyone who need it. These carts are often also run by ladies. You will see some extremely large loads on these carts. Sometimes there will be, for example, a tree log 30 feet long spanning two of these carts. They are very common in this part of China. Across the street is a gas station. This man doesn't need to stop for gas.
