Chapter 11 --- The Mass Line

The people, and the people alone, are the motive force in the making of world history. The masses are the real heroes, while we ourselves are often childish and ignorant, and without this understanding it is impossible to acquire even the most rudimentary knowledge.

The masses have boundless creative power. They can organize themselves and concentrate on places and branches of work where they can give full play to their energy; they can concentrate on production in breadth and depth and create more and more welfare undertakings for themselves.

If we tried to go on the offensive when the masses are not yet awakened that would be adventurism. If we insisted on leading the masses to do anything against their will, we would certainly fail. If we did not advance when the masses demand advance, that would be Right opportunism.

Production by the masses, the interests of the masses, the experiences and feelings of the masses -- to these the leading cadres should pay constant attention.
