Civilians Wait to Cross a Bridge

At this time the Chinese have made some gains pressing down into South Korea. They had taken Souel again. You an always tell which side might be winning by the direction of the refugees. If they head south the Chinese are gaining ground. Here a group of refugees patiently wait for their chance to cross over a narrow bridge. Military traffic has the right-of-way but from time to time the Military Police give the civilians a chance to use the bridge to continue their travels.
