A compulsory insurance under the Industrial Accident Compensation Insurance Law that was enacted in 1963 now covers 4,495,000 workers of the 66,803 workshops with 10 or more workers. The premium in 1985 was reduced to 1.49% of the wages of the employee. Payments have been increased for medical care, allowances for absences from work, and survivor benefits and funeral payments. In 1986 the coverage was expanded to cover shops with 5 or more employees. In 1985, a total of 138,533 cases of industrial accidents occurred involving 141,809 workers. Of these, 1,718 were fatally injured, 19,824 disabled, and the rest required at least 8 days of hospital care. As of 1985, 1989 medical institutions were designated to provide care for those insured by industrial disability compensation insurance.
