Front Yard of House

We have added the curb in front of the front yard to prevent gravel entering yard. Steps to front door are concrete but with large pool with statue blocking most of the entryway. Concrete slopes wrong way and causes a pond to exist in front of the house. Pond has no outlet and becomes quickly polluted and scummy. Front yard has hard rock and clay so nothing grows in the soil.
